The project, the control of hazardous air pollutants of stationary sources, has six goals: 1. Establish the guideline of screening the HAPs. 2. Establish the national HAPs emission investigation method. 3. Analysis of feasibility of HAPs test methods. 4. Establish the calculations and inventory of HAPs emissions. 5. Establish the guideline of domestic HAPs risk assessments. 6. Bring up the short-, mid- and long-term control strategies. Foreign control measures and regulations, it had been finished collecting information of USA, Japan, Netherlands, China, Australia as reference of drafting our control strategy from 2010 to 2030. In implementation and related works establishment, it has been established the guideline of screening the HAPs, brought up the suggestion of 43 restrained HAPs, finished the analysis of control priorities and cooperated terms, established domestic HAPs inventory based on foreign coefficients and local emission strengths. Besides, collected foreign and domestic test methods and analyzed completeness. The contents make all authorities be in unanimity in announcement of the HAPs and as basis of management improvement of authorities. In factory emission investigations and simulations, it had finished 15 factories onsite works and edited the emission investigation methods and guideline based on the data. The contents establish the emission investigation working standards and improve the consistency of investigation steps. In risk assessment, it has finished collecting the harmfulness and dose-effect data of restrained HAPs, establishing parameters of exposure estimation. Based on the data, it has finished 15 factories onsite risk assessments and 19 HAPs reports(including the types, exposure estimations and risk assessments). Based on the achievements, it has some suggestions for the following works: 1. For many complicated manufactures, the emission calculations should be based on mass balance and improve the communication with the factories to find out the difference between calculations and investigations and confirm the HAPs emissions. 2. The HAPs control works is not only by EPA, but also IDB of MOEA. For cooperating with the MOEAIDB, it will improve the effectiveness of abatement from sources to the stacks and make strategies going smoothly. It is suggested different departments bring up its own duties for EPA boosting strategies in a more effective way as next years’ works. 3. The study focuses on risk assessment of HAPs emission from one source and inhaled by human after dispersion. It will study on influences on residents by multi-sources in the future. 4. The control measures of HAPs of stationary sources include emission investigations, environmental concentration monitoring, basic data of pollutants, etc. Based on the data, the main pollutants and sources can be confirmed and appropriate control measures and standards can be established. From screening high risk/harmfulness pollutants, regulate the significant sources to lower the emissions of single pollutant.
